PhD After Bachelor’s Degree: Can Indian Students Apply Directly in USA, UK and Australia?
Most Indian students who do a fully funded PhD in the USA don’t win an external scholarship at all. The university funds them through a stipend and tuition waiver. In the UK, it’s the opposite: without a named scholarship or funded project, the international fee can make a PhD unaffordable.
So the way you use scholarships depends on the country. This guide lists the main options and explains who each one is really for.
Commonwealth PhD Scholarships. Funded by the UK government for students from eligible Commonwealth countries, including India. They cover tuition, a stipend, airfare and some allowances. Indian applicants apply through a national nominating body, which sets its own earlier deadline, and then through the Commonwealth Scholarship Commission. Topics that match development themes score better.
Gates Cambridge Scholarship. A full-cost award for PhD study at the University of Cambridge, open to applicants from outside the UK. Selection looks at academic excellence, fit with the course, leadership potential and commitment to improving the lives of others. You apply through the Cambridge admission form by the Gates deadline for your course.
Rhodes Scholarship. For postgraduate study at Oxford, including the DPhil. India has its own Rhodes constituency with a separate age limit and selection process. The Rhodes looks for character and service as well as academic merit.
Clarendon Fund. Oxford’s largest graduate scholarship. There is no separate form: you’re considered automatically if you apply by the relevant January deadline for your course.
Felix Scholarship. For Indian students (and some others) with limited means, at the University of Oxford, the University of Reading and SOAS London. The award covers fees and living costs.
University scholarships. Most research-intensive UK universities have their own international PhD awards: Imperial’s President’s PhD Scholarships, Edinburgh Global Research Scholarships, Manchester, Warwick, Leeds and others. Search your target university’s doctoral college page.
UKRI studentships. Not a named scholarship, but a large source of funded places. International students can apply for up to 30% of places in most schemes.

Department funding comes first. When a US department admits you to a PhD, the offer usually includes full tuition and a stipend for five years or so, in return for research or teaching work. For most Indian students, that is the scholarship.
University-wide fellowships. Many US universities nominate top admits for named first-year fellowships that free you from TA work. You’re usually considered automatically when you apply.
Fulbright-Nehru Doctoral Research Fellowships: read the fine print. This award is often misunderstood. It is not a scholarship for a full US PhD. It’s for Indian scholars already registered for a PhD at an Indian institution, and it funds six to nine months of research at a US university. source The 2027-28 round closed on 1 July 2026, and applicants had to be registered for their Indian PhD by 1 November 2025. source If you’re doing a PhD in India and want a research stint in the US, it’s excellent. If you want a US PhD, it’s not your route.
Awards for women. The AAUW International Fellowships and the P.E.O. International Peace Scholarship support women from outside the US studying at graduate level in the US. Amounts and rules change, so check each site.
Field-specific awards. Many professional societies offer fellowships for international PhD students once enrolled. Your department will know which ones are relevant.

National Overseas Scholarship (Government of India). For eligible students from Scheduled Castes and some other specified groups, for master’s and PhD abroad. It covers tuition, maintenance and travel. Check the Ministry of Social Justice portal for the current round and income limits.
JN Tata Endowment. A loan scholarship for Indian students going abroad for higher studies, including PhDs. Useful to cover the first months and travel, even if your PhD is funded.
State-government schemes. Several states run overseas scholarships for PhD study. Rules vary widely.
Selection panels read your research proposal or statement closely. They also look for impact, meaning why your work matters beyond the university, and they read recommendation letters carefully. [link: Letter of Recommendation for PhD guide]
