PhD in Canada
Fully Funded PhD in Canada for Indian Students Universities, Stipends and Deadlines

Canada just got easier for PhD applicants

For two years Canada made headlines for cutting student permits. What many Indian students missed is that PhD applicants now sit on the right side of those rules.

From 1 January 2026, master’s and PhD students at public universities no longer need a Provincial Attestation Letter and are not counted in the national study permit cap. IRCC also set a target of about 14 days to process study permits for doctoral students applying from outside Canada, including their family members. source

In plain terms: if you get a PhD admit with funding from a public Canadian university, the visa side is far less stressful than it was in 2024.

What “fully funded” means in Canada

A funded PhD offer in Canada usually has three parts.

  1. A funding package or stipend. This comes from your supervisor’s research grant, a teaching assistantship, departmental fellowships, or a mix. Most universities publish a guaranteed minimum for each department. Check the exact figure on the department page, because it varies a lot by field and city.
  2. Tuition coverage. Some universities charge international PhD students the same tuition as Canadians. Others give an international tuition award that closes the gap. Read the offer letter carefully: “funded” sometimes means the stipend covers tuition, so your take-home is lower than the headline number.
  3. External scholarships that top up or replace the package.

A package that looks large on paper can feel tight in Toronto or Vancouver once rent is paid. Compare offers on what you keep each month, not the total.

The big change: Vanier is gone, CGRS-D is here

If you have been reading old blogs about the Vanier Scholarship, stop. The fall 2024 Vanier competition was the last one. Canada’s three research councils (CIHR, NSERC and SSHRC) replaced Vanier and the older CGS-D awards with one program called the Canada Graduate Research Scholarship – Doctoral (CGRS-D). source

Key facts for Indian applicants:

  • It is worth CAD 40,000 a year for three years.
  • International students can apply, but they must already be enrolled in a PhD at the nominating university by the time they apply (for example, by the September 2026 term at the University of Alberta). source
  • You apply to one council only, matched to your field, and you can apply a maximum of three times.

So CGRS-D is not an entry ticket. It is a scholarship you target in your first or second year, once you are in. Your admission still depends on a supervisor or department funding you.

Other funding routes

  • Supervisor-funded research assistantships. The most common route in science and engineering. Your professor pays you from their NSERC or industry grant.
  • Teaching assistantships. Common in humanities and social sciences. Usually 10 to 12 hours a week.
  • University entrance fellowships. Many top universities give named fellowships to strong incoming PhD students automatically, with no separate form.
  • Provincial scholarships. Ontario Graduate Scholarship, BC Graduate Scholarship and Quebec’s FRQ awards. Some have limited seats for international students.
  • Indian sources. JN Tata Endowment loan scholarships and some state-government schemes can help with travel and first-month costs.

Universities Indian students often target

University of Toronto, University of British Columbia, McGill, University of Waterloo, University of Alberta, McMaster, University of Calgary, University of Ottawa, Western University and Queen’s University. Each has its own funding rules. Toronto and UBC publish clear funding guarantees for most doctoral programs, which makes offers easy to compare.

Don’t ignore smaller universities like Dalhousie, Memorial or the University of Saskatchewan. The cost of living is lower, supervisors often have fewer students, and your stipend goes further.

How admission works: supervisor first

In most Canadian science and engineering departments, the process runs in this order:

  1. You find professors whose work fits yours.
  2. You email them with a short, specific note and your CV. [link: how to email a professor for PhD]
  3. A professor agrees to consider you and may ask for a short call.
  4. You submit the formal application and name that professor.
  5. The department admits you with funding attached.

In humanities and social sciences, admission is closer to the US model. A committee reads all files and ranks them, and funding comes with the offer.

The practical lesson: in Canada, a strong email to the right professor often matters more than a strong GRE score. Many Canadian programs don’t ask for the GRE at all.

Timeline for September 2027 entry

  • June to August 2026: Shortlist 15 to 20 professors. Read their recent papers.
  • August to October 2026: Email professors. Take IELTS or TOEFL if needed.
  • October 2026 to January 2027: Submit applications. Many deadlines fall between December and February.
  • February to April 2027: Offers arrive. Compare funding letters.
  • May to July 2027: Apply for the study permit online from India.
  • September 2027: Start your PhD. Plan your CGRS-D application with your supervisor for the next cycle.

Some professors hire year-round when a new grant is approved, so a January or May start is possible in many departments.

Mistakes Indian applicants make with Canada

  • Applying without contacting a single professor in a supervisor-driven department.
  • Treating CGRS-D or Vanier as an admission scholarship.
  • Comparing offers by the headline figure without subtracting tuition and fees.
  • Ignoring cost of living. CAD 30,000 in Toronto and CAD 30,000 in Saskatoon are two different lives.
  • Leaving study permit paperwork until July.
